What is the North Augusta Development Code Rewrite Project?

The North Augusta Development Code (NADC) was adopted in 2007 and implemented in 2008. While there have been periodic updates and revisions, the City believes it is in the City’s interest to have a comprehensive review of the provisions and organization of the code to reflect current best practices, provisions of the 2017 Comprehensive Plan, and current development needs.

A few of the overarching goals of the project are to:

1. Review regulations to encourage reuse and redevelopment of property within the City, especially within current Overlay Districts and Downtown

2. Review regulations to ensure the code supports responsible infrastructure development

3. Review current regulations for efficiency and effectiveness in reaching the goals of the Comprehensive Plan

4. Review zoning categories to encourage affordable and diverse housing choices

Additional items may be identified as the Code is analyzed and stakeholders are interviewed.

The Consultant

After advertising a Request for Proposals and reviewing proposals, the City selected Orion Planning + Design, LLC, to complete the rewrite process.

Steering Committee

To facilitate the rewrite process, a Steering Committee was commissioned by the City Council. This Committee advises on the development of the revised North Augusta Development Code document. The Committee must foster openness and inclusion in process through dialogue and communication with the consulting team, staff, the Planning Commission, and City Council.

Public Outreach & Engagement

Though concerns about Covid-19 may change how we approach these activities, the City remains committed to engaging the public throughout this process. As we identify particular interest groups and a more specific schedule for public engagement, meetings and information will be posted on this website.

Public engagement is an important part of the rewrite process. We call those interested in the process “Stakeholders.” This term may include residents, property owners, builders, and developers.

We will advertise meetings in the local papers, on this website, and on the City’s Facebook, depending on the type of meeting or feedback needed. Outreach activities may take the form of in-person meetings, online surveys, and live meeting feedback.

The Public Engagement Plan is how we organize the work for this engagement. It is a lot of cooperative work, with the consultant and city staff working to provide this information to stakeholders.
